Monday through Friday for the entire summer. That was the beginning of my
            education in work ethics, which continued as I progressed through my entire

            career, climbing the ladder without stomping on others, until I retired as a GS-
            14.

            I am Paul Schwartz and I served in the Department of Homeland Security
            when that Department was created in 2003 and completed my federal career at

            the Federal Emergency Management Administration (FEMA) post Katrina.  I
            am the Maryland Federation of NARFE's State Legislative Committee Chair.
            I was an official with the Federal government for 37 years, working for U.S.

            Customs at the World Trade Center in New York, and later at the Headquarters
            in Washington, as the Director of Trade Enforcement.  As Director, I oversaw
            the enforcement of the rules and regulations for more than 60 federal agencies,

            including the Department of Commerce, Food and Drug Administration,
            Consumer Products Safety, Drug Enforcement Administration, Environmental
            Protection Agency and others.  They included such programs as antidumping,
            countervailing duty, quota, and the implementation of sanctions against foreign

            entities.  For my work at Customs, I received the Commissioner's Award for
            Innovation in 2001.  At FEMA, I was responsible for developing the Gap
            Analysis Program in the aftermath of hurricane Katrina to better identify

            capabilities and vulnerabilities of state and local governments and the assets
            available from federal agencies prior to the onset of a major disaster.  For this
            Work, I was awarded the Administrator's Award for Excellence in 2008.



            I am Edward Solkowski and I served in the Department of Homeland
            Security.  I worked as Division Chief and Senior Advisor managing and
            advising all aspects of federal procurement transactions from request to

            contract closeout.  I executed a $750 million annual budget, in compliance
            with the Federal Acquisition Regulation Manual, the Homeland Security
            Acquisition Manual and the Office of Federal Procurement Policy.
