of effectively warning the 30 million people in the U.S. who are deaf or hard

            of hearing and in establishing an effective National outreach program to this
            community .  I was a founding member of the Partnership for Public W arning,
            was part of Vice President Gore’s Partnership for Reinventing Government,

            and served on President Clinton’s National Science T echnology Council’s

            W orking Group on Natural Disaster Information Services.



                                                OVERSEAS PRIVATE
                                         INVESTMENT CORPORATION


            I am LaWana Gray and I served in the Overseas Private Investment

            Corporation (OPIC).  As the Public Information Officer, I was often the first
            contact the public or potential clients had with OPIC.  One of the smallest
            U.S. Government agencies, OPIC provides political risk insurance and

            financing to U.S. companies making investments in emerging markets. OPIC
            also partners U.S. companies with private equity investment fund managers.
            Because OPIC charges market-based fees for its products, it operates on a

            self-sustaining basis at no net cost to taxpayers.  All OPIC projects must
            adhere to international practices and cannot cause job loss in the United
            States.  In addition to contributing to the external communications of the

            agency, I also served as Editor of E-News – OPIC’s major internal
            communication channel.  Before coming to OPIC in 1978, I served in the
            Legislative Affairs Office at the Agency for International Development, the
            Office of Foreign Direct Investment at the U.S. Department of Commerce and

            the U.S. Department of Agriculture.



                                         U.S. POSTAL SERVICE




            I am Lawrence (Larry) Hoeck and I served with the Post Office Department,

            which became the United States Postal Service under President Richard
            Nixon.  I started as a mail carrier and through the years increased levels of
            responsibility one level at a time.  I would begin very early every morning

            looking at the visibility data at the airports, where our overnight product would
            be departing and preparing my coworkers for possible adjustments in the
            event of weather delay of flights.  At the end of the day , we would frequently
            send a representative to the airport processing facility to inquire if any of my

            offices were not preparing the overnight product properly .  W e wanted to earn
