FEDERAL COMMUNICATIONS COMMISSION




            I am John D. Sadler and I served in the Federal Communications

            Commission (FCC) for 26 years. As an Engineer, my career began with a
            private broadcast consulting engineering firm where I helped design
            directional AM broadcast station antennas.  After 10 years, I was offered a

            position with the FCC in charge of approving the design and performance of
            directional antenna systems submitted to the FCC by private broadcasters.
            The purpose of directional AM systems is to cover a designated community
            while avoiding interference with other co-channel and adjacent channel

            stations.  Every AM station has to comply to specific regulations before they
            can obtain a broadcast license.  Granting approval to a design ensured that the
            public could receive a loud and clear radio signal to hear broadcast news and

            events of interest to them.  At the request of the National Association of
            Broadcasters and the Society of Broadcast Engineers, I presented many
            broadcast seminars throughout the country to educate the public on FCC rules
            and regulations.  I was awarded the E. Noel Luddy Award for “meritorious

            service” by the Association of Federal Communications Consulting Engineers.




                                         GENERAL SERVICES ADMINISTRATION



            I am Ron Shansby and I served in the General Services Administration in the

            Washington headquarters.  An Engineer by training, I had contracting officer
            responsibilities to oversee the construction of many projects in our region to
            ensure that our contractors were providing work in accordance with our

            contract requirements.  While at GSA, I attended the George Washington
            University National Law Center and after four years completed the program
            and was awarded my law degree.  I became a member of the District of
            Columbia Bar, and still maintain my membership.  With this legal training, I

            transitioned professionally at GSA to the Office of Procurement, where my
            legal training and my engineering expertise enabled me to assume the
            responsibility for developing policies and procedures for the administration of

            design and construction contracts for the GSA.  My career with GSA was both
            rewarding for me and significant for the Administration with my combined
            engineering and law expertise.
