            I am Gaston Gianni and I had the privilege and honor of being a Federal

            public servant for 40 years. The first 32 years were with the Government
            Accountability Office (GAO), where I served in a variety of audit/evaluation
            positions looking at how government programs operated in 10 different

            Federal agencies and departments and reporting these results to House and
            Senate congressional committees.

            I entered GAO's Senior Executive Service in 1992 and was responsible for

            GAO’s oversight of the Resolution Trust Corporation. We issued a number of
            oversight reports and provided a number of testimonies to the Congress.


            In 1995, President Clinton nominated me to serve as the first presidentially
            appointed Inspector General at the Federal Deposit Insurance Corporation
            (FDIC).  I was confirmed by the United States Senate in April 1996, and
            served as FDIC’s Inspector General for eight years--four years in the Clinton

            Administration and four years in the Bush Administration.  I headed an
            independent organization responsible for the audit, evaluation, and
            investigation of all FDIC programs and operations. I led and coordinated the

            Office of Inspector General's efforts, which resulted in over 700 reports with
            recommended actions to promote economy, efficiency and effectiveness in
            corporate programs and operations. In addition, my office’s investigative work
            resulted in over 200 convictions and $1.6 billion in fines, restitutions and

            monetary recoveries. Finally, I led a culture transformation within the office,
            which resulted in more efficient and effective internal operations and a
            positive working relationship with the Corporation and the Congress.


            As a presidentially appointed Inspector General, I was a member of the
            President's Council on Integrity and Efficiency. I served as Vice Chair of the

            Council from May 1999 until my retirement from federal service in December
            2004.

            From November 1997 to May 1999, I served as chair of the Council’s Audit

            Committee. In December 1998, I was appointed to the Comptroller General’s
            Advisory Council on Government Auditing Standards (Yellow Book) for a
            three-year term. In February 2003, I was awarded the Association of
            Government Accountants’ Distinguished Federal Leadership Award and upon
