On Capitol Hill, I served as a Congressional Senior Legislative Public Policy
            Fellow in the U.S. Senate and for the House. I worked directly with the Senate

            Finance Committee and other Senate and House committees and offices, staff,
            advocacy groups, press, state offices, the White House and constituents.
            Again, I followed my passion to assist the underserved.  I worked on issues
            relating to Child Care, Child Support Enforcement, Community Development

            and Housing, Welfare Reform, Small Business, Workforce Development and
            Historically Black Colleges and Universities.


            I served as Deputy Director of the Office of Planning, and Director of the
            Community Services Block (CSBG) grant program for the government of the
            District of Columbia.  I directed staff and several million-dollar yearly budgets

            for the program and policy development of the Human Services, Social
            Services, Public Health, and Mental Health.  I monitored services for
            ameliorating the causes of poverty in the District of Columbia.


            I served as the Executive Assistant to the Assistant Secretary for Employment
            Standards at the Department of Labor.  I managed contacts with the White
            House, with senior staff of the Department, with Members of Congress and
            with congressional committees.  I also worked with labor officials, including

            foreign labor ministers, officials of other departments and agencies, and key
            representatives in the private sector.  Duties included monitoring, analysis, and
            follow up on affirmative action efforts for the agency, and providing liaison

            support to the Women’s Bureau and to the Employment and Training
            Administration Programs.  I promoted successful cost containment efforts in
            workers’ compensation by providing oversight for the Assisted Reemployment

            Program, thus saving the American public millions of dollars.

            I am currently an Independent Contracting Academic Peer Evaluator,
            responsible for accrediting career and vocational schools throughout the nation

            for several professional associations. I also provide accrediting services for
            university education programs and public charter schools programs.


            I am listed in the World’s Who’s Who of Women in Education, two-time
            recipient of Outstanding Young Women of America Awards and nominee for
            Florida’s Women Hall of Fame.  I have been nationally recognized for my

            work with minority and women managers and for my passion to serve.


            I am Joyce Campbell and I served for 32 years in the U.S. Department of
            Education, Washington, D.C.  I worked in the Division of Adult Education and
