            technologies, and proprietary information.  Of the 42 sites in the Continental

            U.S. with potential to be included in the Treaty documents, we were able to
            eliminate 39 from being subjected to intrusive Treaty inspections.  The 42 pre-
            inspections were conducted in less than 14 days, resulting in immeasurable

            cost savings of future inspections to U.S. taxpayers.  It also saved time, which
            could have interrupted and impacted the manufacturing of equipment and
            technology to support our troops.

            I am Dr. Christine D. Brooks and I served in Executive positions in several
            United States Government Departments, including on Capitol Hill.  I am an
            accomplished reform educator, human resources expert, office support
            executive, consultant and public policy professional.


             In my career, I worked with diverse and international populations and in a
            variety of political settings.  I served in the U.S. Department of Education,
            District of Columbia Government, Department of State’s Foreign Service

            Promotions Board, designed to facilitate the promotion and selection of
            Foreign Service officers for the Department of State, Department of

            Agriculture, the Department of Commerce and USAID.  I also served in the
            Department of Labor.

            I earned a Ph.D. in Design and Management of Postsecondary Education with

            a concentration in Adult Education, especially with major specialties in
            Vocational and Continuing Education and a Master in Business Education from
            Columbia University.  I have been guest lecturer at the Department of
            Defense’s Equal Opportunity Management Institute and worked as an

            Associate Professor and Chair of Business Education, at the Fayetteville State
            University in North Carolina.


            As President George W. Bush’s appointee, I served as the first Director of the
            Office of Faith-Based and Community Initiatives of the U. S. Department of
            Education.  For the Department, I managed the staff and start-up operations

            and led the initial national workshops.  My mission was to inform the public of
            this new legislation to provide services to the underserved.
