learn my techniques and helped them. I did legal research for attorneys and
economists using Dun & Bradstreet Directories. I also used Moody's,
Standard & Poor's and other business directories. The computer was used as a
broader source for companies and articles pertaining to the projects I worked
on, in Lexis, Nexis, New York Times and other major newspapers.
I am Judy Inboden and I retired from the Department of Justice, National
Drug Intelligence Center, after 29 years of service. I began my career with the
Federal Bureau of Investigation (FBI) in August, 1983 in Washington, D.C. I
was a staffing assistant at FBI Headquarters, Administrative Division, Special
Agent and Support Staffing Unit. I advanced from assistant to analyst in that
unit, before requesting a hardship transfer to the FBI Pittsburgh Division in
1989, to help care for my ailing mother. I served in the FBI Pittsburgh
Division in various capacities, including clerk, Intelligence Assistant, and
finally Organized Crime Analyst, until 1993. At that time, I was selected to be
one of the first 30 Intelligence Analysts hired at the newly formed National
Drug Intelligence Center in Johnstown, Pa. I enjoyed 19 years at NDIC, from
assisting with a new agency start-up, conducting analysis across a variety of
drug trafficking and related areas, and sadly, assisting in closing the agency.
In July, 2012, NDIC was defunded by Congress and I accepted a Voluntary
Early Retirement Authority (VERA) offer. I still reside in the Johnstown area
and am currently the president of the Johnstown 1130 Chapter of NARFE. In
addition to my duties there, I enjoy traveling and am active in local charities
and causes.
I continued in public service by serving the local government Ethics
Commission for two years as Judge, Carroll County, Md. Orphans’ Court
(Probate Court), President of NARFE Chapter 2306 and on the Board of
Directors for numerous local organizations.
I am Larry Lange and I served in the Federal Tort Claims Act Branch of the
Civil Division of the U.S. Department of Justice from 1978 to 2003. I was a
paralegal, hired in 1978 to assist in the processing of administrative claims,
filed under the Federal Tort Claims Act, by persons alleging personal injury or
wrongful death following their receipt of a Swine Flu inoculation during the
1976/1977 National Influenza Immunization Program. These administrative
