I am Dr. Linda May Force and I retired from the Bureau of Land
Management’s (BLM) Washington, D.C. headquarters in 2009. I served as the
Bureau’s Senior Engineer and Top Technical Specialist and was responsible
for developing and implementing national policy as related to roads, bridges,
and dams on the public lands. I also served as the Dam Safety Officer,
representing the Bureau as a member of the Department of Interior’s Dam
Safety Working Group. In addition, I was considered the foremost authority
on enterprise architecture, risk and seismic analysis, strategy development,
and transportation planning programs.
I joined the Civil Service in 1983 with 20+ years in the private sector as a
Structural Engineer. I served as a Project Manager for new military
construction on the West Coast at the Naval Facilities Engineering Field
Division in California, such as an addition to the Top Gun School in Miramar.
This was at a time when President Ronald Reagan supported the “600-Ship
Navy” build-up. Based on extensive prior experience in seismic and forensic
analysis, I was also responsible for conducting comprehensive reviews of
structural failures. As such, I was designated the Lead Investigator for
structural damage from the devastating San Francisco Bay Area Loma Prieta
Earthquake.
In 1990, I was selected as the Deputy Public Works Officer at the Marine
Corps Base in Quantico, Virginia. In this role, I supervised 100+ multi-
discipline Branch employees in Operations, Planning, Contracts,
Construction, Engineering, and Environmental Affairs/Natural Resources.
During the last eight years in government, I earned my Doctorate in Business
Administration from Nova Southeastern University in Fort Lauderdale,
Florida (Class of 2008); this degree qualified me to be hired as a professor at a
local university in Virginia, teaching business and human resource
management to both undergraduates and Master’s students. In conclusion, as a
retiree, I feel very fortunate to have been able to contribute to improving and
maintaining our nation’s priceless infrastructure.
I am Janice E. Kelsh and I have served in several Departments including the
Department of Interior's Harper's Ferry Job Center. I started my career at the
Department of Health, Education and Welfare in August 1965 with positions
ranging from clerk/typist, secretary/typist and secretary/stenographer. After a
10-year break in service, I served as secretary at various agencies: Department
