the HHS National Capital Region HR Center (NCR), where I was responsible
for completing the implementation of the newly organized center. In this
position, I stabilized operations; implemented professional development and
accountability competencies in staff and manager performance standards and
appraisals; and initiated a formal quality control process.
From 2001 – 2014, I served as the Managing Director of Knowledge Services
at the U.S. Government Accountability Office (GAO). In that position, I led
agency-wide initiatives to leverage organizational knowledge retention and
sharing; including the implementation of an agency-wide electronic records
management system, the development of a corporate taxonomy to provide a
stronger foundation for the classification and reuse of organizational
knowledge collections, and the implementation of GAO’s privacy program.
Prior to my tenure at GAO, I directed information management and public
disclosure programs at the U.S. Department of Commerce, Office of the
Secretary (1998-2001), U.S. Department of the Treasury, Office of Thrift
Supervision (1994-1998), and a government corporation, the US Synthetic
Fuels Corporation (1981-1986).
I began my career in 1975 with the Antitrust Division, U.S. Justice
Department; ending my tenure there, in 1981, as the Assistant Director of the
Division’s Legal Procedure Unit. In addition, I managed major systems design
and analysis projects for two private sector consulting firms (1987-1994) and
served on federal working groups charged with reviewing policies and
practices for the effective capture and retention of electronic information
assets.
U.S. DEPARTMENT OF HOMELAND SECURITY
I am Paul Schwartz and I served in the Department of Homeland Security
when that Department was created in 2003 and completed my federal career at
the Federal Emergency Management Administration (FEMA) post Katrina. I
am the Maryland Federation of NARFE's State Legislative Committee Chair. I
was an official with the Federal government for 37 years, working for U.S.
Customs at the World Trade Center in New York, and later at the Headquarters
in Washington, as the Director of Trade Enforcement. As Director, I oversaw
the enforcemnt of the rules and regulations for more than 60 federal agencies,
