I am Evelyn Kirby and I served in the Department of Health and Human
Services, leading several key human resource policies and programs. I am the
Immediate Past Regional Vice President and oversaw several states for the
National Active and Retired Federal Employees Association (NARFE). In my
Federal career, at the Deputy Assistant Secretary level, with 120 staff, I
developed, tested, implemented and evaluated ways to promote maximum
effectiveness of HHS’s 65,000 staff. I created executive development,
management training, and employee skills platforms for a pipeline of
successors. I pioneered human resources “firsts” and enhancements for the
Inspector General, Employee Assistance, Drug Testing, and Personnel and
Information Security. I led operational personnel functions affecting the 4,000
Office of the Secretary workforce nationwide, and oversaw employment plus
special issues for 600 executives, top scientists, and 100 political appointees.
All my programs highly contributed to an efficient and effective HHS Federal
workforce serving the American public.
I am Frank Lee and I worked at the Department of Health and Human
Services, Centers for Medicare and Medicaid. I provided various forms of
analytical support for the Medicaid and Medicare programs during my career
with the Centers for Medicare and Medicaid, including: monitoring State
Agency compliance with Federal Medicaid Regulations; analyzing Federal
requirements for data on the Medicaid program; developing a national
Medicaid reporting system based on requirements; analyzing Medicaid
statistics to identify trends in program expenditures and utilization of services;
developing data management strategies, plans and standards; and providing
analytical support for a redesign of Federal Medicare systems. Through these
efforts, I worked to ensure that the Federal Medicaid and Medicare programs
met their goals and efficiently served their beneficiaries.
I am Brigitta Mullican and I served in the Department of Health and Human
Services, formerly Department of Health, Education and Welfare. My career
of 36 years started as a stenographer and progressed into the administrative
field. As an executive secretary, administrative assistant, program analyst and
budget officer, I supported the HHS mission, which provides essential human
Services for over 300 programs. As a budget officer, I worked with the HHS
budget, efficiently compiling the individual agency budgets into the Office of
the Secretary Budget to the President. The operating budgets consisted of the
Public Health Service agencies, National Institutes of Health, Center for
