I am Ann Sulkovsky and I began life at Walter Reed Hospital in Washington,
            D.C., when my father was in the Army fighting the Battle of the Bulge and my

            mother gave up her Navy WAVE uniform to fight the battle of the bulge with
            me.  My first Federal job was with the National Institutes of Health (NIH).
            When the National Institute of Mental Health was formed, I transferred there

            and later moved on to the Uniformed Services University of the Health
            Sciences.

            My longing to experience a very different culture and country led to joining the

            Peace Corps in 1981, which placed me in Niger, West Africa, at the Office of
            Radio and Television of Niger, with a mission to transmit school lessons into
            the Sahel and Sahara via microwave and satellite to solar powered TV sets in

            the villages. One film “Projet Roneraie,” created while transmitting
            filmmaking techniques to teachers, can be found at the website
            friendsofniger.org in the movie section.  I spent nearly a decade working in
            Senegal, Niger and Tunisia on USAID projects.


            Back in the USA, while at the DOT's Coast Guard, I designed and established
            their first website, bringing together an artistic and IT background.  Soon after

            the Coast Guard transferred from the DOT to DHS, I took a position with the
            National Park Service, where I obtained the funding to hire staff and establish
            the NPS Enterprise Architecture program.


            My experience has spanned HHS, DOD, Peace Corps, USAID, DOT, DHS and
            DOI, giving me a diverse Federal service perspective.  In 2018, I served on the
            NARFE Strategic Planning and Innovation Advisory Council.



            I am Catherine Teti and I served in leadership roles in four federal executive
            agencies, one legislative branch agency, one government corporation, and two

            private sector firms during the course of my forty+ year career. From 2014 –
            2017, I served as the Executive Officer and Deputy Agency Chief FOIA
            Officer for the Office of the Assistant Secretary for Public Affairs (ASPA),

            U.S. Department of Health and Human Services (HHS). In that capacity, I was
            responsible for the Division’s administrative operations and business
            management functions. In addition, I served as the Assistant Secretary’s
            surrogate on matters related to the Department’s implementation of and

            compliance with the federal Freedom of Information Act (FOIA) and Privacy
            Act.


            Immediately prior to joining ASPA, I was recruited to serve as the Director of
