including the Department of Commerce, Food and Drug Administration,
Consumer Products Safety, Drug Enforcement Administration, Environmental
Protection Agency and others. They included such programs as antidumping,
countervailing duty, quota, and the implementation of sanctions against foreign
entities. For my work at Customs, I received the Commissioner's Award for
Innovation in 2001. At FEMA, I was responsible for developing the Gap
Analysis Program in the aftermath of hurricane Katrina to better identify
capabilities and vulnerabilities of state and local governments and the assets
available from federal agencies prior to the onset of a major disaster. For this
work, I was awarded the Administrator's Award for Excellence in 2008.
I am Edward Solkowski and I served in the Department of Homeland
Security. I worked as Division Chief and Senior Advisor managing and
advising all aspects of federal procurement transactions from request to
contract closeout. I executed a $750 million annual budget, in compliance
with the Federal Acquisition Regulation Manual, the Homeland Security
Acquisition Manual and the Office of Federal Procurement Policy.
I am Ed Zipeto a Veteran. Teens today have no idea of the stress we as teens
went through when registering for the "draft." It gave new meaning to
lucubration in our studies. I entered the Army when this year’s World Series
winning Boston Red Sox won the pennant in 1967. After those three years,
having applied and been accepted in the FBI, Nixon had his hiring freeze on
and I spent some time in social work before the freeze was lifted and I spent a
year as a Fingerprint Technician in Washington, D.C.
I was again working in social work in Hyattsville, Md., with the Maryland
Energy Assistance Program, when the State Department needed a phone bank
of workers to field the many Kosovo crisis volunteer donor calls. The Federal
Emergency Management Agency (FEMA) was in the same building and put out
a notice to all offices for help and after a 7 a.m. to 4 p.m. shift, I would work
the phones for FEMA from 4 to 8 or 4 to midnight, which began a 15-year
relationship on all shifts for many disasters. Three years in the Army, one with
the FBI and 15 with FEMA has left this retiree with many fond memories of
federal service and the many dedicated personnel therein.
