Administration, Mine Safety and Health Administration and Employment and
Training Administration to identify the use of mobile computers and software
affecting work safety, influencing a rapid response by mine inspectors. I
helped manage Secretary of Labor Elizabeth H. Dole’s Task Force on the
Glass Ceiling, aimed to shatter decades of gender inequality. I facilitated
advocacy to Congress for Legislation to continue appropriations for Job
Training for our American Youth, to name some of my United States
government service to the American public. For my initiatives in these
positions, I received several awards over my federal career. To name a few:
the Secretary of Labor’s Exceptional Achievement Awards: “For exceptional
effort and exemplary performance as a member of the Senior Foreign Service
Board;” “For exceptional achievement in research, writing, editing and
production of the International Child Labor Report;” and “For outstanding
leadership in implementing technical cooperation initiatives to strengthen
social safety nets and improve labor standards in developing countries.”
I am Robert Kammer and I served in the Department of Labor for 34 years.
One of my most memorable assignments was when we took over operation of
our building covering three city blocks on Constitution Avenue, in
Washington, D.C. We instituted a number of energy saving projects, which
saved the taxpayers hundreds of thousands of dollars each year and continue
to do so to this very day. When I was in a General Services Administration
operated building in Denver, we asked the tenants which bulbs to remove.
They told us to take out 20 percent and we saved on electricity. In winter, we
warmed the building in the morning and then the building stayed heated with
body heat the rest of the day. We put motion sensor lights in all the restrooms
and hallways, and turned out the lights in three levels of garage space from 9
p.m. till 5 a.m. In the summer, we cycled the circulating fans off every 20
minutes instead of running them all constantly. All of these actions left the
building operating efficiently, the tenants satisfied, and the taxpayers saving
Money!
I am Charles C. Masten, a Veteran who served as an Executive in the United
States Department of Labor, the Federal Bureau of Investigation (FBI), and
the United States Treasury. From 1993 to 1999, I was the Inspector General
of the U.S. Department of Labor (DOL). I effectively maintained oversight
responsibility for nearly $40 billion of DOL’s national and international
programs and 18,000 employees. I personally directed and coordinated a
