encountered.”  Cheryl was a born leader, role model and motivator.  Her
            strength and wise counsel in times of crisis helped shape U.S. Foreign Policy.

            This is our tribute to Cheryl and her legacy in Civil Service at the State
            Department.



            I am Dr. J. Michael Korff and I served our country for 25 years as a Foreign
            Service Officer in nine overseas postings and two domestic assignments. In
            most of my overseas assignments, I headed public diplomacy operations and

            served as spokesperson for the U.S. Government. I organized lectures and
            seminars for high-level leaders in the countries, where I served in order for
            them to understand our country and our people and the nature of our society
            and the currents that underlie its policies.


            I also organized academic exchange (Fulbright) programs and International
            Visitor Leadership exchanges so foreign leaders could visit our country and

            get to know Americans and our society and culture firsthand. In both Jamaica
            and Tanzania, I was responsible for creating a series of activities designed to
            help government officials understand the importance of creating support for

            government ethics and government reform. In addition, in Tanzania, with its
            large Muslim population, I received the State Department’s Superior Honor
            Award in recognition of the Engaging Islam initiative that I mounted in the
            aftermath of 9/11 and the U.S. actions in Afghanistan and Iraq.



            I am Charles McAndrew and I commenced my government career at the

            U.S. Department of State as a Systems Accountant in the Comptroller’s
            Office.  My job was to assist in the development of a new Domestic
            Accounting System for the Department.   Also, I wrote an updated
            Administrative Control of Funds Statement.


            Then onto the U.S. General Accounting Office (now known as the
            Government Accountability Office) as a Systems Accountant. At GAO, my

            job was to review department and agency financial management and
            accounting systems for compliance to GAO Principles and Standards.  While
            at GAO, I was assigned to OMB Office of Financial Management for eight

            months to develop accounting standards.

            Then onto the Department of the Navy Comptroller’s Office as a Systems
            Evaluations Manager. I was a Team Leader for five professional accountants

            and we would do accounting system evaluations of large financial
