management systems in development just before implementation.  These were
            billion-dollar financial management systems.  We would certify whether or

            not the financial management system was compliant with GAO, OMB and
            Treasury.


            Later, I was the Cash Management Branch Manager, in the Comptroller’s
            Office, for cash management for the entire Navy.  Our job was to ensure that
            there was no excess cash sitting anywhere in the Navy.   For example, we
            examined a nuclear aircraft carrier and reported that they had excess cash

            aboard their ship. I had six professional accountants on my staff.

            Then onto the Defense Finance and Accounting Services as an Internal

            Controls Officer.  This job entailed writing new policy and procedures for
            internal management controls for all of the Department of Defense.

            Finally, my last job was at the U.S. Information Agency (USIA) as Chief,

            Financial Systems Division in the Office of the Comptroller.  At this agency, I
            managed 28 professional accountants from grades 12 through 15.  We had
            many tasks, such as the implementation of a new financial management

            system, personnel/payroll systems interface project, overseas accounting
            systems interfaces, travel manager automated system, automated obligation
            system, vendor express involving paying vendors by electronic funds transfer,
            automated time and attendance system, improved pay stub for all employees,

            etc.

            I retired on December 31, 1999 as our agency was being merged into

            Department of State.   I was given an award for the implementation of the
            Department of State’s Central Accounting System at USIA. I had 26 and a
            half years of civilian service, two years active duty in the U.S Army Finance

            Corps, and one and a half years sick leave for barely 30 years of service.  I
            also had 10 years in private industry.

            I graduated from George Washington University (GWU) in 1969 with a BBA

            degree (accounting major). In 2006, the Dean of the Graduate School of
            Business nominated me for the GWU Alumni Association Distinguished
            Alumni Award for my career in Community, Corporate, and Government

            Service.  I was given a plaque for this.  I am a Certified Government Financial
            Manager (CGFM certification).
