Control of Industrial Major Accident Hazards (CIMAH) Report Page 7
Ranhill SAJ Sdn. Bhd. Revision 01
Part D: Information on the Potential Major Accident Date Aug 2019
In other words, the acceptability criteria are defined as follows:
• The risk of death to persons in a residential area must not exceed 1 chance in
a million per person per year; and
• The risk of death to persons in a nearby industrial area must not exceed 1
chance in 100,000 per person per year.
Other than individual risk, societal risk or communal risk is for the risk of large
numbers of persons dying. No acceptable risk guidelines for societal risk in Malaysia,
however, guidelines from other countries are being used as acceptance criteria.
Calculation of society risk is not required under CIMAH reporting.
D.1.1.3 Risk Control
The risk control strategy for CIMAH regulations is aligned with the Malaysia
Department of Occupational Safety and Health (DOSH) hierarchy of control
framework.
The objectives of the controls are to reduce the risk of the major accident event
(MAE) to as low as reasonably practicable such that reduce the likelihood of the
occurrence and consequence of occurrence.
1. Elimination Eliminate the hazard
If this is not practical, then…
2. Substitution Substitute the hazard with a less hazardous material
If this is not practical, then…
3. Isolation Isolate the hazard
If this is not practical, then…
4. Engineering Ventilation, other engineering control system
If this is not practical, then…
5. Administration Implement policies, procedures, PTW, JSA, training
& competence, redesign task and supervision
If this is not practical, then…
6. PPE Provide PPE e.g. safety glasses, gloves, footwear
