Under the failure event of “scrubber failure (poor efficiency)”, the maximum
consequence distance is generally dispersed less compared to “storage door
opened” due to the time travels inside the system prior to release via the stack
(release rate at 1kg/s).
The major or small leak event with “scrubber failure” is not further analysed of the
dispersion to the atmosphere. This is due to the fact that during the leak, the chlorine
gas will be contained inside the store and diluted by air over time. The dilution will
cause the concentration of chlorine gas over time to be significant. The release rate
of this “diluted chlorine gas” via the stack of scrubber is below 1kg/s, with the 20%
scrubber efficiency, will not able to generate appropriate dispersion contour.
