adjusted gross income of American taxpayers, and
corporate taxable income, it would not be enough to
balance the budget. Balancing the budget means that the
government spends only the money it receives.
David M Walker, a former comptroller general,
says that the country’s dysfunctional democracy is
preventing a return to fiscal sanity. He has been
warning people of a collapse. He believes we have a
long-term structural deficit problem because of
unfunded liabilities.

Off-budget spending makes it difficult to access
