Chapter 6: Down the Rabbit Hole

government sets the conditions, to one in which states
receive a fixed amount of money under their control.

James Madison warned in the Federalist Papers
about laws so voluminous that people cannot read them
and so incoherent that no one can understand them. A
typical provision of Medicare reads like this:

“In the case of a plan for which there are
                                average per capita monthly savings
described in section 1395w–24 (b)(3)(C) or
1395w–24 (b)(4)(C) of this title, as the case
may be, the amount specified in this
subparagraph is the amount of the monthly
                                rebate computed under section 1395w–24
(b)(1)(C)(I) of this title for that plan and
year (as reduced by the amount of any
                                credit provided under section 1395w–24
                                (b)(1)(C)(iv) [2]of this title.”

Patient Protection and Affordable Care Act

The Patient Protection and Affordable Care Act
required U.S. citizens to have qualifying health
coverage or pay a fine. This act of forcing everyone to
participate in the master plan is an example of what
Friedrich Hayek warned against in his book The Road
to Serfdom. The system has to force everyone to
participate—thus people lose their freedom. President
Trump has declared that the IRS does not have the
authority to impose or collect this non-tax. The 2018 tax
law does not eliminate the penalty until 2019. The
penalty for not having health insurance in 2018 is $695
per adult or 2.5 percent of household income,
                        whichever is greater.
