General Paul Ely flew to Washington, gave his report about
Vietnam war situation to American Congress and called for
additional aid of American force to save French in Indochina.
The United States Government under President Eisenhower
had been supplying all equipment and arms to French colonial
for the Indochina War. They expected that French militarist
could use Vietnam as the block to resist Communist that came
from North Vietnam.
The United States gave French additional aid equipment
after the Ely’s called with hope French troops can hold on the
battle. Also, vice-president Richard M. Nixon, Secretary of staff
John Foster Dulles, and Joint Chiefs of Staff Admiral Radford
were planning the way to help French troops to win Dien-Bien-
Phu. Admiral Radford thought of U.S.S. Boxer and U.S.S. Essex
Aircraft-carries with the hundred warplanes in Vietnam coast.
These warplanes will join with the heavy bombers on the land
bases of Philippines a hundred miles from Dien-Bien-Phu and
reinforce with French Air-Force on the battle. They will make
the massive strikes at Vietminh heavy guns on Dien-Bien-Phu
surrounding hills, break the supply bases at Tuan-Giao, and
attack Vietminh ground troops nearby French camps.
Late March 1954, Admiral Arthur B. Radford met with
diplomats of Great Britain, Australia, Philippines, Thailand and
New Zealand in Washington. He called them to save French
colonial in Vietnam by using force to help French troops at
Dien-Bien-Phu battle, and the free-world will use Vietnam as
the anti-Communist block. He also prepared the ground forces to
plan to Vietnam if the allies' air strikes failed to stop Vietminh
attacking, but it was not clear for favor French leaders. These
planes were a powerful attack on Vietminh forces over Dien-
Bien-Phu, will make Vietminh sinking in the battle, and French
troops will have a chance to win the Vietnam war with the
landmark anti-Communist block.
