Scope of Work
Respondents shall prepare a proposal that is aligned with the requirements outlined in the following
scope of work. The scope is segmented into three Phases: (1) Due Diligence, (2) Project Planning, and (3)
Implementation.
Overview of Institutional Priorities
The project approach, scope definition, and overall work effort must clearly reflect Howard University’s
development goals, as defined below:
maximize the value to the institution;
maintain a key academic presence on-site;
create a lifelong learning environment;
provide a diverse selection of housing options (including workforce, senior, and affordable);
connect residents to the main campus;
preserve historic buildings and open space;
provide opportunities for Howard alumni, Ward 5 community, and diverse firms; and
respect the fabric of the surrounding communities.
Phase 1 – Due Diligence
The Master Developer will assist Howard in performing the requisite due diligence necessary to make
valid planning assumptions in Phase II. For the purposes of this solicitation, due diligence is divided into
two categories: Physical Conditions and Contextual Conditions. Due diligence activities must include, but
shall not be limited to:
Physical Conditions
The “Physical Conditions” category is comprised of activities that can be largely self-directed on a day-to-
day basis. These activities should not require significant University input except to confirm scopes of
work and approve vendor selections.
