Imam Shafi%u2019i states that commencement of fasting can differ with the differing horizons of areas separated by a great distance.What is the evidence for one who takes the opinion of fasting according to the horizon in one's region?Kuraib narrated that Umm al-Fadl sent him to Muawiyah in ash-Sham. He said, %u201cI came to ashSham and completed the errand. Then the new crescent of Ramadan was sighted while I was in ash-Sham. I saw the new crescent on the night of Friday, then I went to al-Madina at the end of the month. 'Abdullah ibn %u2018Abbas asked me about the sighting of the moon and said, %u201cWhen did you see it?%u201d I said, %u201cWe saw it on the night of Friday.%u201d He said, %u201cYou saw it on the night of Friday?%u201d I said, %u201cYes, and the people saw it and started fasting, and so did Muawiyah.%u201d He said, %u201cBut we saw it on the night of Saturday, so we will continue fasting until we have completed thirty days or we see it.%u201d I said, %u201cWill you not be content with the sighting of Muawiyah and his companions?%u201d He said, %u201cNo, this is what the Messenger of Allah enjoined upon us.%u201dIbn %u2018Abbas did not go by the sighting of the people of ash-Sham, and the people of a region do not have to go by the sighting of the people of another region.What is the evidence for those who take the opinion of unifying the commencement of fasting and just using one horizon as reference?Ibn %u2018Omar (ra), reported that our Prophet (pbuh) said: %u201cThe month of Ramadan may consist of twenty-nine days.
