Annette’s practice focuses on public finance, urban
development law, and local government regulation. Annette
works with special purpose districts, such as municipal utility
districts and municipal management districts, both in the role of
general counsel and of bond counsel. Annette has had
experience serving as bond counsel, general counsel, and
disclosure counsel in tax-exempt bond financings for special
districts. She also specializes in real estate finance tools such as
negotiating tax incentives and economic development
agreements.
Education and Professional Background. Dartmouth College
(B.A., 1986); University of Texas School of Law (J.D., 1989); Vinson & Elkins (1989-
1997). Admitted to the bar in 1989.
