Conference Breakout Discussions
Smaller breakout discussion groups are a significant and important part of AGTA meetings. All participants have a chance to hear others in a small group setting and to air their own opinions on important issues. These breakouts promote spirited discussion, allowing individuals to hear a different point of view or learn how others view the same issue. Such was the case of the breakout on “How Are TNCs Affecting Your Airport. Our thanks to Shirlene Sue of LAX for moderating and summing up what was an excellent discussion. Major points of discussion were:
TNC lack of accountability/responsibility for driver behavior
How airports are managing TNC staging areas – all voiced problems with cleanliness, portapotties, etc.
Airports need TNC representatives to assist in holding lots to control behaviors
TNC soliciting - Drivers posing as TNC but not on app, and therefore, not covered by insurance. Typically, TNC is not able to
confirm TNC driver, nor willing to investigate if the driver is not on app
Airports need TNCs to improve communication to drivers regarding rules, regulations, how airports and drivers can contact the
TNC with questions, etc.
Airports need TNC assistance with poor driver behaviors, e.g. revocation of access to one airport should ban the driver from
other airports as well (e.g. Florida airports) Lyft stated they investigate all complaints of bad behavior and take appropriate
TNC
action with driver. Lyft also confirmed they pay for 1st-2nd airport violation fines while counseling the driver.

issues that airport taxis have had when there is an open airport where all cabs can serve the airport.

Recommendations from this breakout were also inciteful. The discussion group recommended that since TNCs were governed by different state laws, there needs to be a categorization, state- by-state, of what flexibility airports have in dealing with these services. The group stated there should also be state standards on daily drive time maximum limits and driver background verification standards for TNC drivers.
