Our Guest Speakers









                                           Dr. ELIZABETH M. KING is currently Non-resident Senior Fellow
                                           at the Brookings Institution in Washington, DC, Commissioner of the
                                           International Initiative for Impact Evaluation (3ie), Technical Adviser
                                           to the RISE Project of Oxford University, and co-Editor of the peer-
                                           reviewed journal Comparative Education Review. This year, she is also
                                           a member of a small team helping to write the report of a high-level
                                           Global Education Commission chaired by former UK Prime Minister
                                           Gordon Brown; the report will be launched during the UN General
                                           Assembly in September 2016.

             Beth was the global Director of Education of the World Bank from 2009 to 2014, and did double duty
             as Vice President for Human Development in her last year, before retiring in September 2014. In
             these positions, she was the World Bank’s senior spokesperson and professional head for global policy
             and strategic issues related to education and human development. She has published, and continues
             to publish, on topics such as household investments in human capital and the link between these
             investments and poverty and economic development; gender issues in development; education finance,
             and the impact of decentralization reforms. She has worked on countries as diverse as Bangladesh,
             Colombia, Ghana, Indonesia, Laos, Nicaragua, Pakistan, and the Philippines, among others.
             Beth has a Ph.D. in Economics from Yale University and Masters and BA (Economics) degrees from
             the University of the Philippines. In 2015, the UP School of Economics chose her as one of its most
             distinguished alumni. She graduated as high school valedictorian from the College of the Holy Spirit
             where she spent 14 years. Beth is married to Mead Over, a health economist; they have two daughters.


                                                Dr. LOURDES K. SAMSON is the Dean of College and Graduate
                                                School of the College of the Holy Spirit Manila. She received her
                                                Bachelor of Arts and Bachelor of Science in Commerce Major in
                                                Finance (1969) from the College of the Holy Spirit Manila. She
                                                finished her Masters Degree in Art Education (1984) and PhD in
                                                Educational Administration (2008) both from the University of
                                                the Philippines. Her dissertation dealt with the management of
                                                change after determining an organization’s specific character and
                                                receptivity to change. Prior to her designation as Dean of College
                                                and Graduate School of CHSM, she was the Dean of Arts and
                                                Sciences of Miriam College where she designed the curriculum
                                                and introduced the new degree in Bachelor of Applied Arts. She
                                                worked in Miriam College from 1986-2015.

                                                She has promoted the cause of art education both in local
             and international fora. She has involved herself in various capacities with Philippine Art Educators
             Associations (PAEA) as Project Director, Lecturer, Facilitator in its Teachers Training Program; Resource
             Person for “Sining-Aralan” Program for elementary art teachers with Coca Cola Foundation. She was a
             Trustee and Former Executive Director for Metro Manila Community Orchestra (MMCO); Volunteer
             Art Teacher for Metropolitan Museum of Manila (MET), Philippine Long Distance Telephone Company’s
             (PLDT) Children’s Art Program, Don Bosco “Tuloy Po Kayo” program for street children and Teachers’
             Training Program for the South East Asia Institute for the Deaf (SAID).
