DELIVERY OF BASIC SERVICES AMONG BARANGAYS
                                     EMELITO P. ROXAS

This study attempted to determine the extent of delivery of basic services in the
        different barangays of Urdaneta City.
Specifically, this study looked into the profile of the respondents in terms of age, sex,
civil status, highest educational attainment, number of years in present position and number of
relevant trainings attended; the extent of delivery of basic services; the significant differences
in the extent of delivery of basic services across the respondents’ profile variables; the significant
relationships between the extent of delivery of basic services and the respondents’ profile
variables; and the proposed intervention measure to enhance further the provision of basic
        services in the barangays.
The following summarizes the salient findings of the inquiry:Majority of the respondents
were 41 years old and above, males, reached at least college, occupied their position for at most
6 years and attended 5 or more relevant trainings. The respondents perceived as “moderately
extensive” their extent of delivery of basic services and facilities to their constituents along
agricultural support services; and “highly extensive” in the provision of health services and social
services. Overall, the three basic services were rated as “extensive.”
On the basis of the findings of this investigation, the following conclusions were drawn:
Majority of the respondents are responsible, reasonably prepared academically, minimally
experienced and sufficiently trained. The respondents exhibited a more than average but short of
outstanding performance in the provision of basic services to their constituents. The respondents’
age, sex, civil status, highest educational attainment, number of years in present position and
number of relevant trainings attended have a significant influence on their extent of delivery of
basic services to their constituents. The proposed intervention measure is a viable alternative in
order to enhance further the provision of basic services and facilities in the barangays.
In the light of the foregoing findings and conclusions, the following recommendations
are offered: The barangays of Urdaneta City should start enhancing further their skills and
knowledge on services delivery by networking with higher institutions of learning like the
Urdaneta City University which offers courses in Local Governance. The barangays of Urdaneta
City should initiate steps for the establishment of farm produce collection and buying station in
order to improve the welfare of their farmer-constituents.The creation of a coordinating body
on health concerns should be pursued by the barangays as a step towards further elevating
the health condition of the residents. The provision of a Youth Recreation Center will go a long
way in moulding the youth to become good leaders in the future. The adoption of the Proposed
Enhancement Measure should be a priority.
