42. The SUBSEC considered the proposals of the Review Committee for revising the CSEC®
Theatre Arts Syllabus and noted that the finalised syllabus would be submitted to the SUBSEC for
approval in June 2017 for teaching in September 2017 and examinations from May–June 2019.
ITEM 8: OPERATIONALISING THE CXC LEARNING PORTAL
43. The SUBSEC was reminded of its approval of the CXC e-Learning Strategy at its meeting
in October 2015. Members were also reminded that the strategy provides for the extension of the
current products and services as well as business opportunities and imperatives for CXC. It is
believed that the Learning Hub will allow CXC to provide better services to its stakeholders as
well as increase the number of out-of-school candidates registering to do examinations. The
concept of the hub was described as a web-based facility that provides a single access point for
teaching, learning and assessment resources. The Learning Hub would provide users with
seamless access to resources which include, practice tests, study, guides, learning communities,
on-demand training, e-books and subject reports. Participants were informed that the platform
would be scalable and robust, and that CXC would determine look and feel as well as operation
and maintenance of the Learning Hub.
44. The SUBSEC noted the progress to date and that additional data was needed to adequately
determine user needs, specify user experience and develop a set of formal specifications for the
CXC® Learning Hub. The SUBSEC then approved the concept for the Learning Hub, the
collection of additional information required to prepare a formal requirements specifications
document, and the preparation and publishing of a Request for Proposal (RFP) for the supply of a
platform to operationalise the Learning Hub.
45. The Past Chair expressed concern about the loss of royalty and asked for information on
the opportunities for garnering revenue with the Learning Hub. Kemaul Persaud, Director
Corporate Services, explained that the hub would provide a single point of entry to resources from
the two third parties cxc has entered into contracts with. Revenue would be realized from traffic
to the Learning Hub. The Registrar added that CXC would also be able to account for what is sold
and make payments to third parties thus exercising more control over its revenues. The SUBSEC
heard that students would be able to pay for products via a number of modalities which include an
e-wallet and a scratch card.
ITEM 10: TERMS OF REFERENCE: FINAL AWARDS COMMITTEE (FAC)
46. The SUBSEC noted that since its establishment in 1977, the Terms of Reference (TOR)
for the Subject Award Committee (SAC) had not been amended to reflect changes in the grade
scheme and to give consideration to Grade III which, since 1998, has been accepted for
matriculation to Universities and other tertiary institutions.
47. The SUBSEC noted the proposed change to item iii under functions of the Subject Awards
Committee and approved the amendment to read, “reviews all scripts on the III and IV borderline
and samples or scripts at the other borderlines.”
