rapidly moving forward the CXC regulations need also to move with the times. The SUBSEC
heard that revised regulations were sent out in 2016 for the May-June 2016 examinations.
57. Paragraph 20 of the report highlighted ongoing discussions on the proposal to combine all
irregularities into one report and establish an internal committee to assess and make
recommendations on the cases presented. The SUBSEC noted that any such change would be
operational for the May-June 2017 examinations.
58. Dr McLean referenced the section of the report which reflected requests for grade reviews
and enquired whether the 12 per cent grade changes at CSEC and 4 per cent at CAPE were not
unusual for January examinations. She pointed out that it appears to be an increase over previous
years and asked what would have accounted for such a significant number of changes. Dr McLean
also made reference to pages 19 and 20 which reflected the number of markers suspended. She
opined that it would have been helpful if a total number was presented to the SUBSEC. Dr McLean
further referenced Page 21 of the report and asked whether, for the e-testing, members could be
provided with the number of students who sat examinations in the various subject areas in those
countries which were pleased with the testing platform. She informed the SUBSEC that, Jamaica
in particular would find the data useful in the process of determining its readiness for e-testing.
59. The Senior Assistant Registrar/Examinations Administration and Security, informed the
SUBSEC that the grade changes represented were for the May-June 2016 examinations. As it
related to the figures for the number of markers suspended, that was reflected on the last line on
the table under the total number suspended. The SAR/EAS informed the SUBSEC that the number
of students who participated in e-testing in the territories mentioned would be provided at a later
date.
60. Miss Yasmin White, Montserrat representative referenced the Council’s new policy of
downgrading upon review and enquired what percentage of candidates who requested reviews
received lower grades. The SAR/EAS informed the SUBSEC that those figures were not on hand
and would be provided at a later date.
61. Marcus Edward, St. Lucia representative, informed the SUBSEC that the Local Registrar
for that country had expressed concern about the introduction of onsite moderation of SBA during
a time when it was difficult for teachers to be released for the activity. He asked that the new
modality be postponed until 2018. The Chairman asked the Registrar to consider the request
among other concerns put forward by Local Registrars.
ITEM 12 : ANY OTHER BUSINESS
62. Ms White, enquired whether the issue of the marking of Visual Arts and moderation of
SBA locally would be brought to the SUBSEC for endorsement. She pointed out that it was not
currently before the SUBSEC for a decision. The SAR/EAS informed the SUBSEC that a
presentation should have been made during the meeting but the document was not prepared in time
for submission. The SUBSEC heard that the presentation would be made at a later date. The
