               219.  In 2017, 75 per cent of the candidates achieved Grades I–III compared with 81 per
               cent in 2016. However, candidates showed evidence of adequate preparation for the
               external examination and the Examining Committee also reported an improved quality of
               the work submitted for the School-Based Assessment component.

               220.  The  overall  performance  remains  very  impressive  with  98  per  cent  of  candidates
               achieving Grades I–III in 2017.  In Profile 1, Theory, the performance at Grade A improved
               with 11  per  cent  achieving  Grade  A  in  2017,  compared  with  6  per  cent  in  2016.  Overall,
               performance on Profile 2, Practical, was excellent.  Candidates continue to have difficulties
               with the theoretical aspects of the syllabus such as Health and Nutrition, and Fitness and
               Performance.

               ITEM 4 (vi) (A and B) – CAPE and CSEC REPORTS AND RECOMMENDATIONS FROM THE
               SUBJECT  AWARD  COMMITTEES  ON  CASES  OF  HARDSHIP  AFFECTING  CANDIDATES’
               PERFORMANCE IN THE EXAMINATIONS

               221.  FAC received FAC 2017 (95-96) report and recommendations from SAC on cases of
               hardship affecting candidates in the CAPE® and CSEC® May-June 2017 examinations as shown
               in table 12 and 13.


               222.  FAC noted that table 10 below showed a total of 597 hardship cases were reported
               for  the  May/June  2017  sitting.  Eighty-nine  per  cent  of  these  were  related  to  candidates
               reporting disruption or dislocation due to the weather system that affected the northern
               Caribbean. The 11% originating from medical, technical and compassionate circumstances
               were treated in accordance with standard procedures which require that the given candidate
               complete principal papers whose scores are used as a basis for estimating performance on
               the  missing  paper.  Where  available,  teachers’  order  of  merit  estimations  were  used  to
               validate the scores which SACs estimated using the missing mark formula.


               223.  FAC  heard  that  in  respect  of  the  533  weather-related  hardships,  the  precedent
               endorsed in July/August 2005 prevailed; thus, candidates were not required to satisfy the
               criteria of having principal papers:

                     (i)  Where a candidate is prevented from taking a paper or completing a paper due to
                         natural disaster such as flood, earthquake, or fire, the Subject Awards Committee
                         shall supply the appropriate assessed grade recommendation whether or not the
