                          Translation of Arabic letter, dated 23rd January 1899.
                  From—Lieutenant-Colonel M. J. Meade, Political Resident in the Persian Gulf,
                  To—Sueiku Modarak-din-Subau, Sheikh of Koweit.
                After compliments.—In view of the signing to-day of the agreemont, so
            happily concluded between you, Sheikh Mubarak-hin-Sabah, on behalf of your­
            self, your heirs and successors, on the one part, and myself, on behalf of Her
            Britannic Majesty’s Government, I now assure you,as Sheikh of Koweit, of the
            good offices of tho British Government towards you, your heirs and successors
            as long ns you, your heirs and successors scrupulously and faithfully observe
            the conditions of the said bond.
                Tho throo copies of the bond will be sent to India to be ratified by His
            Excellency Lord Curzon of Kcdlcston, Her Imperial Majesty’s Viceroy and
            dovcrnor-General in Couucil, and on their return one copy, duly ratified, will
            bo conveyed to you, when I will take moasurcs to send you, as agreed, a sum of
            Rs. 15,000 from Bushirc Treasury. A most important condition of the execu­
            tion of this agreement is that it is to bo kept absolutely secret, and not divulged
            or made public in any way without the provious consent to tho British Gov­
            ernment.


                                 Translation of Arabic Bond.
                The object of writing this lawful and honourable bond is that it is hereby
            covenanted and agreed between Lieutenant*Colonel Malcolm John Meade,
            I.O.S., Her Britannic Majesty’s Political Resident, on behalf of tho British
            Government on the one part, and Shoikh Mubarak bin Sheikh Sabah, Sheikh of
            Koweit, on the other part, that the said Sheikh Mubarak-bin-Sheikh Sabah of
            his own free will and desire does hereby pledge and bind himself, his heirs
            and successors not to receive tho Agent or Reprcsentativo of any Power or
            Government at Koweit, or at any othor place within the limits of his territory,
            without tho previous sanction of tho British Government; and ho further
            binds himself, his heirs and successors not to code, sell, lease, mortgage or give
            for occupation or for any other purpose any portion of his territory to the
            Government or subjects of any other Power without the previous consent of
            Her Majesty’s Government for tlieso purposes. This engagement also to extend
            to any portion of tho territory of the said Sheikh Mubarak, which may now be
            in the possession of the subjects of any other Government.
                In token of the conclusion of this lawful and honourable bond, Lieuten­
            ant-Colonel Malcolm John Meado, I.C.S., Her Britannic Majesty’s Political
            Resident in tho Persian Gulf, and Shoikh Mubarak-bin-Sheikh Sabah, the
            former on behalf of the British Government and tho latter on behalf of himself,
            his heirs and successors do oaoh, in the presence of witnesses, affix their signa­
            tures on this the 10th day of Ramazau 1316, corresponding with twenty-third
            day of January 1899.
