                    I think tk« Governmnot of India have been inclined to regard us
                    'Reforms' a good many raattara which in no way oome under that
                    heading.In tha firnt plaoa the matter which created a otorm waa
                    tlio removal of Shaik i^aaa from the aotive conduot of affaire & tha
                    opposition put up by tha Nakhuda olaaa who had had everything thai
                    own way in tha pait & feared that they would have to come into line
                    under tha new regime. The deolaion to remove Shaik Easa waa taken
                    by Govt.aa a neooaeary paving of the way to the 'Reforms*. The

                    reforms contemplated wsse-
                    (1)  The setting up of an elementary tribunal where subjects of
                    Bahrain could get a reasonable measure of Justioe.
                    (2)  Inaiatance on a reasonably fair deal for divers vis-a-vis

                      ly oarried out-no innovations wore contemplated.
  :                   (3) A survey to enable a record of rights in proporty to be com­
  :
                      piled to put a stop to the wholesale looting of the property of
                      Shaiho which has gone on in the past & 10 stop the incessant
                       disputes as to boundaries,one of the main causes of bitterness
                       between the Shiahs & the ruling Sunni olass.
                       The above were suggested by us as necessities & real ily agreed
                       to by Shaik Hamad & at every stage have his full support.
                       In addition the Shalk(Hamad) himself asked to be allowed to
                       maintain­

                       some authority.lt was obvious that without some for00 he could

                       do nothing to stop disturbances & we were always obliged to ask
                       for a ship whenever a 'row* oocurred.Tho Levien when trained jrtm

                       In your letter to Mr Latimer you mentioned 'Sanitation'.This
                       was not however part of the 'Reforms'.A Municipality was started
                       before the 'Reforms ' were thought of,but as Shaik Easa always
                       thwarted the efforts of the Municipality progr4ss was slovr.Sinoe
