treating Bahrain too muoh on tho llnoo of an Indian Native
Stato.and warn me that we muot not proceed further or factor
than we oan oarry the Shaikh whole-heartedly with uo.

carefully whon I visit Bahrain - prohahly noxt Ootohor.
Shaikh Hamad, as you know, paid mo a brief vioit
last month, when ho spontaneously spoko of his groat truot in
and love and admiration <Jor Daly. I obtained the improso-
-ion at our interview that he whole-hear todly approves of the
four ohiof reforms which are under weigh, i.e. in the Customs
Administration, the Municipal Sanitation, tho Rovonuo Settlo-
-ment whioh will so muoh ameliorate the lot of the Shia
oultivaldrs, and tho Pearling whioh will emanoipato so many
divers, lnoluding a majority of nogrooo, whose livoo at
present are harder than thooo of slaves.
I oxpeot that you are receiving instalments of tho
now edition of tho Foreign Offioe "Consular Instructions".
Wo recently received Chapter XXII and in itB Annex I notice
that Bahrain is now lnoludod in olass »B. British Pro tea tod
8tateon along with the Federated Malay States, Prinoipal
Native 8tatoo of India, Nopal and liadramaut. There io a
vast difference in the degree of civilization between tho most
and the least onlightenod of thoso States ],
