           2* Rocoipts arc accordingly throughout, estimated at from 10% to 15#
              boloY/ tho actuals for last year & below the average (where known)
              for the last three years.
           3,  Undor expenditure ample allowance lias been made in every* Dept,
              both for actual present expenditure Sc for certain slight expansion
              which will be necessary in certain Departments.
           4.  Item Receipts ’contributions by Municipalities towards cost of

              Police* & Expenditure 'Upkeep of state police*.
              At present a polico force exists in Manamch paid by the Municipal-
             -ity & costing Ho 2000 per mensem*..
              The Ruler proposes to start a State police force properly clothed
              & rationed & enrolled for a term of years to enable the men to be
             better trained-thc difficulty at present is that the terms arc not
              good enough to* attract men of good character to enrol for a long-.
              period & men are constantly enrolled & resigh after a month or so
              bbforc they can leqrn to bb efficient.Under the proposed system
              the O'.C. Levies will be in administrative change of the police as

              regards clothing,rations & pay,but v/ill not be responsible for
               the actual police v/ork^flpr which two Superintendents of police,
               (one for Manamoli & one for*Muharraq) Yrili be in charge,under the
               orders of the local Government'who issue executive orders' after
               consultation v/ith Municipal councils concerned. The police will
               be added to the Levy strength,but will be slightly better pai'd.the
               duties' boing more arduous .Picked men from the Levies will be

               appointed as police.For purely police offences ,such as slackness
               on duty & lack of discipline they v/ill be under the orders of the
               0,C. Levies,v/ho besides usual punishments can revert police to
               Levy duty if found unsuitable. The O.C. Levies will not however
               have anything to do v/ith the police v/ork, ouch as detection & pnvfc
               prevention of crime ,it being undesirable that he should be in any
               v/ay brought into conflict v/ith tho inhabitants*
               A Municipality will be formed in Muharraq during the year & will
               contibutc Rb 1000 per mensem towards the police.
