                                  7.     Municipalities. The Government grant to each
                                  of the Municipalities, Manama and Muharrak is Rs. 2000/-
                                  per month. In addition to this they share half the total
                                  receipts.from vehicle licenses and the proceeds of the
                                  2% tobacco tax is divided between them. The Manama
                                  Municipality ended the year with a credit balance of

                                  &L 149000/- and the Maharaq Baladya which has been in
                                  existence for about two yea.rs showed a credit balance of
                                  Rs* 37844/-. A reduction in the grants to Municipalities
                                  is being considered, this would most likely consist of
                                  cancelling the tobacco tax.
                                  8. . Medical.  This item includes the State’s contribu-

                                  tion .to the pay of Dr. Holmes, the Medical Officer, pay
                                  of the Assistant Medical Officer in Uaharak and Maharak
                                  dispensary, pay and upkeep of hospital boat and pay of
                                   the quarantine staff.
                                               There iB an increase in expenditure of
                                  Rs. 270Q/-over last year. This is accounted for by
                                  salaries of a male and female vaccinator for six months
                                  during a smallpox epidemic and cost of weekly supplies

                                  of fresh vaccine. The public were vaccinated free. In
                                   this connection I would remark that most of those who
                                  availed themselves of the vaccination were foreigners,
                                   the local population having a prejudice against vac­
                                   cination.

                                              The Government has lately been requested by
                                   the people of Maharak to provide a government midwife
                                   for work in Uaharak and alBo to arrange for a permanent
                                  Doctor in the town. Previously the Assistant Surgeon
                                   went out in the Hospital Ship during the diving season.
                                   A temporary doctor has now been appointed to the Hospital
                                   ship and the Assistant Surgeon remains permanently in
                                   Maharak.
