           At present a police force exists in Manai eh paid by the kunicipal-
          -ity & costing Rs 2C00 per cons on,
           7ac Ruler proposes to start a State police force properly clothed

          better trained-the difficulty at present is that the terns arc not

           before they can leqrn to be efficient.Under the proposed systen
           the O.C. Levies will be in administrative charge of the police „s
           regards clothing,rations & pay,but will not be responsible for
           the actual police ’work^fpr which tv/o Superintendents of police,
           (one for Monarch & one for Ilukarraq) \rill be in charge,under the
           orders of the local Govornr.cnt who issue executive orders' after
           consultation with Ihinicipal councils concerned. The police will

           be added to the Levy strongth,Lut will be slightly better paid,the
           duties’ being more arduous .Picked non from the Levies will be
           appointed as police.For purely police offences ,such as slackness
           on duty & lack of discipline they will be under the orders of the
           O.C. Levies,who besides usual punishments can revert police to
           Levy duty if found unsuitable. The O.C. Levies will not however
           luivc anything to do with the police work, such as detection & pmr*
           prevention of crime ,it being undesirable that he should be in any

           way brought into conflict with the inhabitanto.
           A Municipality will be formed in !*uharraq during the year & will
           contibutc Rs 1000 per mensem towards the police.
