              Approximately 140,000 square feet of low-lying ground on the south of the town was filled in
         with town rubbish covered with sand. For many years the ground on the south of the town has
         presented a problem. In the days when mud was used much more than it is now for building and
         roofing houses the people of Manamah removed earth and mud from this area, lowering the level of
         the ground and leaving large pits which filled with stagnant water. Over a course of years most of
         this area has now been refilled but there is still some low-lying ground which after rain becomes swampy.
         Each year the Municipality reclaims sections of this land.
              Municipal inspectors examined 2,150 head of cattle and 28,872 sheep and goats at the slaughter
         house.
              Additional town lights and 107 new Municipal rubbish bins were erected and metal plates
         containing street names were put up.

             The Municipal area was extended, by agreement with the government, to include Urn al
         Ilassam and Jufair.

             Shaikh Daij bin Hamed Al Khalifah was appointed vicc-Prcsident of the Municipal Council,
         to act in place of the President if the latter should be absent from Bahrain.
             In the budget for 1371 a deficit in the revenue is shown which will be made up from the sale of
         plots of land on the land south of the town which the Municipality has reclaimed.

             In the 1370 budget the financial committee of the Municipal Council anticipated a deficit of
        Rs. 61,500. The actual deficit was Rs. 24,600 owing to a curtailment of expenditure on road-
        widening and some other projects and an increase in revenue over the previous year of Rs. 21,000.

             In the 1371 budget a deficit is again anticipated; this time it is Rs. 1,64,000. A large item
        of non-essential expenditure is the allocation of Rs. 1,00,000 for road-widening. The financial com­
        mittee of the municipality appear to have small knowledge of the principles on which a budget should
        be framed.
