Between July 4th and September 1941 the Type 17 hand-stamp
was impressed on blank numbered registration labels; and from late 1941
to 1947 the Type 18 hand-stamp was similarly used. On two occasions,
in October 1943 and in mid 1947, Kuwait ran short of registration labels;
and Type 18 was instead impressed on to blank numbered V.P. labels
(V.P. = ‘Value Payable’, the Indian Post Office equivalent of C.O.D.), the
‘V.P.’ being altered to ‘R' manuscript. In 1943 these labels were printed
black on green and in 1947 red on cream.

Type 19 Type 20
Prior to 1941 the Postage Due cachet (Type 19) was used very
occasionally; this also disappeared in April 1941 and, thereafter, Type
20 was used even more rarely.
