                The Scout Jamboree stamps of 1957 surcharged ‘Value only’, and
            also those overprinted ‘Bahrain’ and ‘Qatar’, are known used on covers
            from Kuwait.



















                            Philatelic, but quite legitimate!
                 All these cross-usages were the result of casual carriage (or, in a few
            instances, philatelic experiment); but the stamps were accepted without
            question because, from the Post Office point-of-view, it made no
            difference — the revenue from the sale of all these stamps, whether
            overprinted or “Value only”, accrued to the British G.P.O. which ran
            the postal services in all these States.
                 Finally, all the “Value only” stamps remained valid for use in all
            the States, either by themselves or in conjunction with the State
            definitives, so long as the State had a British Agency Post Office.
