Both surcharges subsequently appeared in 1960 on basic De La Rue
stamps (Edward Crown); and, with total printings of 7,560 (Rs2) and
8,680 (Rs5) and a life of barely a year (before being replaced by similar
surcharges on "Crowns only" paper), this pair is not easy to find,
especially used. Despite the later printings of the Rs5 the entire Post
Office stock as late as 1965 was from the VVatcrlow May 1957 printing!
Following decimalisation of the Indian External Rupee, all values
below R1 were re-issued on April 1st, 1957, with surcharges in Naye
Paisc (NP); and on August 1st the Scout Jubilee Jamboree set was issued
with similar surcharges.
As already recorded, the Scout Jubilee Jamboree issue overprinted
for Kuwait was never placed on sale. Nevertheless, a total of 85 sets of
the ‘Value Only’ issue was used in Kuwait between August 1957 and
March 1958.
Between April 1960 and April 1961 the definitive series was re
issued on Crowns only paper; and, at the same time, certain denomina
tions were dropped in favour of others — 5 NP replaced 6 NP, 10 NP.
replaced 9 NP, 30 NP replaced 25 NP. The new Rs5, apart from being
on different watermarked paper, changed the style of the surcharge:
whereas the "5" had been much taller than "RUPEES" on the previous
Waterlow and De La Rue surcharges, it now matched the height of the
word. The 30 NP was later re-issued, on October 11th, 1963, on the
G.B. 4V£d. on white paper. All the remaining values were surcharged
only on the earlier cream paper.
CROSS-USAGE
There are innumerable examples of commercial registered mail
bearing combinations of these stamps - Kuwait and Bahrain used
together in Bahrain, "Value only" used by themselves or in conjunction
with Bahrain stamps from Bahrain; the Kuwait overprints can be found
used in Qatar, so can those of Bahrain.
