QUALITY
A wise chief understands quality must first be in the mind before it can become reality.

example, but most importantly, it must be praised and rewarded.

finest materials, the desire, the time and the skills.

Quality is a concept that can be shared and is a product of perfections.
A well-made teepee will not collapse in a heavy snow storm.
Quality can never be achieved without training and desire.
A wise chief knows that quality is profitable.

Quality runs the danger of being overlooked when emphasis is placed only on the pro-
