Don Errera

The most current situation would be something like this. We have certain regulations that have to be enacted. In terms
of laws we have certain things that need to be abided by in order to give us comfort. Our permanent laws became law
Wednesday, May 8, 2019 on September 15th. They were ticked off at us because we were forcing them to comply. They were dragging their feet,

10:05 AM which was against the law. There was a lot of politics involve with that stuff. They weren't complying with our regs.

CSJPD In terms of communication, what is your approach to working with various stakeholders, such as management, staff, and
     the people you are regulating.

The patrons are our clients - they look to us to protect them and protect their financial wealth when playing these
games. You can't ignore their plea. Internally, it has always been my belief that I am only as good as my staff lets me be.
I have to make sure that I have ways as best as possible to make sure that money isn't available. They have to know that
you know what you are talking about. In government you can't easily fire anybody. Somewhere between theory Y and
General Questions theory X. If I'm a jackass they're going to know and they're going to shut down.

Chief of Investigations for NJ Division of Gaming Enforcement. Day to day - they change every day. My work is mostly policy
making. We facilitate the success of the gaming in Atlantic City. My staff does the investigations. I have five bureaus. I man-
age all of those processes. I am the Chief Personnel officer, I am the person to go to for policy issues. I have a huge arena of
responsibility here, I have so many specific bureaus under me. I only learned about the opportunity two days ago. Like anybody in this situation, I would have to come out there and
see the area, see what kind of lifestyle is available out there. I live in a rural area right now. I have to talk to my wife
about it. I have grown children so that's not an issue. Needs to address relocation issue. Needs to travel out here to see

Please describe the ways in which you determine whether your organization is operating efficiently and effectively. How do
you implement changes to planning and formulation of departmental policy?

There are many metrics that we use. Internally we have sophisticated tracking systems so we know how many investigations
they've completed in the month, same with auditing. A total different way of assessing performance is how well the casinos
do. At one point in time we were more antagonistic, now we are more of a partner. We are their allies, we know how to assist
them on their software development. It's not just internally, it's how well the industry is doing.

Please describe a complex situation in which you have received pushback from a party that you were attempting to regulate
or audit and how you handled it.
