Professional Experience
COASTSIDE COUNTY WATER DISTRICT – Half Moon Bay, CA. March 2015 to present
ASSISTANT GENERAL MANAGER
Serve in a key leadership role for the District with an emphasis on Finance and Administration. Work closely
with the General Manager in directing day‐to‐day operations and implementing District policies while
coordinating with staff, contractors, and legal counsel on issues facing the District including water rights and
regulatory challenges.
Prepare annual operations and maintenance budgets. Work with District staff to develop and monitor the
District’s Capital Improvement Program and financing plan to fund future infrastructure requirements.
Work closely with the District’s rate consultants to develop a new rate structure and the supporting cost of
service analyses in order to be compliant with Proposition 218 and the San Juan Capistrano case law.
Obtained $6M in new infrastructure financing via an IBank loan.
Refinanced a $5M bond issue saving the District $700,000 in interest over the remaining life of the loan.
Replaced and upgraded the District’s enterprise systems including utility billing and customer relationship
management (CRM) software, in order to position the District to be able to implement alternative rate
structures, address new regulatory requirements, and to provide exemplary customer service.
Led deployment of Advanced Metering Infrastructure (AMI) and full meter replacement across the District.
Implemented a customer web portal to enable the District’s customers to manage water use and leaks.
Provided analyses to Department of Water Resources staff leading to the reclassification of the Half Moon Bay
Terrace groundwater basin from very high to low priority.
