Subject: City of Sacramento Community Development Director
It is with great interest and enthusiasm that I present this cover letter, resume, references and employment application for
the Community Development Director position with the City of Sacramento. As you review my background, please note
the following strengths that match those most essential to success in the position:
• Creative, Dynamic and Experienced Leadership – 28 years of professional experience and 16 years in a
leadership role; focused on building an innovative, collaborative and solutions-oriented environment;
• Results-Focused Management – Developed solid track record of improving performance by driving positive
outcomes as the Director of Community and Economic Development for the City of Concord, in nearly five years
with the City of Vallejo and 10 years working for municipalities in the private sector, with LSA Associates;
• Technical Expertise – Increasingly held responsible multi-disciplinary positions in long-range planning, complex
and controversial development review, housing, transportation, economic development and budgeting; and,
• Strategic and Innovative Communicator - Advanced unique and focused award-winning programs that resulted
in improved regional prominence for both the City of Concord and the City of Vallejo.
In the City of Concord, I currently serve as the Director of Community and Economic Development, overseeing the
Economic Development, Transportation, Engineering, Planning and Building Divisions. Since joining the City team in
2017, I’ve created avenues to enhance the importance of each team member within the Department, as they have been
empowered to consider themselves critical to the economic success of the community, through direct customer service,
responsiveness and “getting to a yes”. In nearly five years working in the City of Vallejo, two as the City’s Community
and Economic Development Director, I gained a deeper understanding of the necessity of collaborative efforts to
improve the economic well-being of a historically under-resourced city. In addition, my decade of experience in the
private sector, including serving as the Managing Principal of the South San Francisco office of LSA Associates, provides
me with a unique perspective in bridging the goals of the community with consideration of the elements that foster high-
quality development.
My experience has allowed me to successfully guide implementation of the community’s vision, and to lead the forward
progress of an essential department towards greater economic sustainability. This experience, which can only be gained by
working throughout my career in the local context, would ease the transition to new Department leadership if I were
chosen for the position. Thank you for your consideration and I look forward to hearing from you.
Sincerely,
Andrea J. Ouse, AICP
