Transformational

With LA Metro, I led the launch of a transformative transit development program, leading the
planning, design and environmental clearance of all rail and bus rapid transit projects. This portfolio
had a value of over $30 billion. Within a short period, standards, processes and procedures needed to
be developed concurrently with advancing the portfolio. A team was built and relationships re-
defined across the agency. I deployed a strategy for LA Metro to build long-neglected relationships
with local government elected officials and executives necessary to advance the program.
As a long-term Acting Director and a Planning Manager, I transformed the community development
operations for two major cities in the San Diego region. My approach was very collaborative with
staff and key external stakeholders, which facilitated the enthusiastic acceptance of significant change.
These transitions were successfully managed, with morale improved and staff skills grown. Service
delivery improved by focusing on performance standards, streamlining processes, customer
engagement, use of information technology-driven workflow tools and a culture of identifying
solutions. Trust was built by increasing the transparency of department services.

             Engaging and Communicative

All of the work I have done, be it for a public agency or a private sector client, has been a part of the
public arena, intended to improve communities and further good policy creation and
implementation. I appreciate the value of transparency and public participation. I am able to
effectively and concisely communicate with appointed and elected officials, in written reports and
during meetings/hearings. I am politically astute while remaining apolitical. Additionally, I am
recognized for achieving consensus with stakeholders through an inclusive and analytical process,
capable of successfully changing initial, entrenched positions. I take a similar approach to engaging
with teams I lead to grow talent and inspire performance.

             Solution-oriented, Collaborative and Creative

My work has been very successful because I understand how to support and build a strong team,
collaborate across disciplines, reach out to stakeholders and be respectful of appointed and elected
officials. The close connections to residents and the business community are valuable and rewarding.
Setting clear goals and evaluating the progress of implementation are vital for achieving
organizational aspirations. I appreciate the professional development of staff, value mentoring and
strive for an inclusive work environment. From broad public policy to contentious issues, successful
solutions require collaboration, flexibility and thoughtful patience. I excel at methodically solving
seemingly intractable problems and appreciate the political environment.

Sacramento and Me – A Great Fit

My leadership style respects the team and process as much as delivering results. I have worked with
many agencies and clients, and understand how to serve diverse stakeholders. With both public and
private sector experience, I can be visionary, create, lead, administer, manage and implement. I enjoy
the interplay between policy, projects, politics and administration. I am excited and energized by the
vision, mission and future of Sacramento. My resume is included with this cover letter. Thank you.

             Sincerely,
