My name is Jeff Holoubek. I began working as the financial analyst for the Big Bear Lake Department of
Water and Power (“DWP”) about three weeks ago. I have successfully completed a background check and
physical at the request of the DWP. I was also recently hired by the Mayor and the City Council to serve
a four-year term as a Planning Commissioner for the City of Big Bear Lake. My position as Planning
Commissioner does not conflict with my duties as Financial Analyst at DWP.
DWP has done an amazing job managing its assets and rebuilding the Big Bear Valley water production
and delivery systems. DWP has greatly improved its infrastructure while wisely taking advantage of grants
and low interest rate loans. DWP has managed its cash flows so well that a 15% rate reduction to
consumers is scheduled for 2021. As a resident of Big Bear Lake, I was excited to learn about the DWP’s
management success, and I began to attend DWP board meetings. I have an acute understanding of
finance and financial management, and I was so impressed by the DWP that I applied for a seat on the
DWP Board of Commissioners. I wanted to be a part of this well-managed agency and to have a part in
managing the all-important water resources in the city where I was retiring and plan to spend the rest of
my life. The board seat was awarded to a highly qualified hydro-electric engineer and I was selected as
the alternate, however, the Mayor suggested that I apply for a board position, which was coming available
in the near future, on the Planning Commission. All the while, I continued to attend DWP board meetings
and began to become acquainted with the Commissioners and the General Manager and CFO of the DWP.
They offered me a temporary position as the DWP Financial Analyst.
I have a law degree and an MBA. I have experience managing a finance department and a legal
department for almost eight years at my previous employment. I have helped to build, manage, and run
two telecommunication companies where I served as President and a board director. I have extensive
legal and business experience and can apply that experience to many circumstances. I always work as
hard as I can to do the best job possible, my personal pride and integrity demand it. I have owned a home
in Big Bear since 2004. I moved to Big Bear Lake as a full-time resident eighteen months ago. I live with
my wonderful wife, Great Dane and four horses. I love my community, and I am very interested in being
part of DWP’s dedicated team and to experience the sense of accomplishment that comes from helping
to manage Big Bear’s sustainable resources.
I enjoy working at the DWP and with the dedicated employees who run it. Everyone at the DWP seems
to be happy and shows a real sense of pride in the roll that they play. Their actions and comments show
that they truly understand how important their agency is, and they gladly accept their responsibilities. To
me, this is a reflection of good management, which makes me even more excited at the prospect of being
a part of the DWP. I am very happy with my new roll at the DWP. I hope that you will find me qualified
and recommend me for the permanent position as DWP’s Financial Analyst. Thank you.
