be resolved, talk to them - address it. Put the information out there correctly. When we
had this consent order we had a public relations firm and at that point the public did not
like the Niagara Falls Water Authority - we educated them and kept them up to date so
they weren't second guessing. Public relations is a major effort for the public. With
managers it is a matter of talking with them and learning what they are looking for. Let's
share information so that we are all on the same page. Trying to understand what other's
needs are and trying to compliment each other.
