Responsibilities included the development and delivery of courses and materials dealing with
water and wastewater treatment. Duties also included coordination and marketing of short
courses with the State of Missouri Department of Natural Resources. Participated in
water/wastewater consulting activities within the Division.

Courses included: Distribution system operation and maintenance, collection systems,
treatment plant operations (surface and groundwater), confined space and trenching safety.
Also, was a contributor on the creation of the Safety Management program including

Distribution Senior Utility
Responsible for supervising contractor installed main projects including all as-built drawings
and the recording of component measurements. Performed work in distribution system
operations and repair.
1985 to 1991 Indiana-American Water Company, Inc., Wabash Valley District
Treatment Plant Operator
Responsible for the operation of the surface and groundwater treatment plants that served the
city of Terre Haute, IN. Duties included pump operations, process control analysis, and
chemical feeding.
LEGISLATIVE AND REGULATORY HIGHLIGHTS
2011 Began working on regulatory reform for private water utilities in Tennessee
2011 to 2012 Testified and lobbied Tennessee State Legislature to end sewer billing activities for
Tennessee American Water
2012 Began drawing up House Bill 191
2013 Filed regulatory case that would begin implementation of House Bill 191
2015 Began working with the Indiana Utility Regulatory Commission on recovering the cost of
replacing customers lead service lines
