                 •  Negotiated  and  operationally  implemented  the  first-of-its-kind  Regional  Water
                     Transmission System Discharge Permit with the San Francisco Regional Water Quality
                     Control  Board,  State  Water  Quality  Control  Board,  four  county  agencies  and  local
                     NGOs to allow for release of dechlorinated drinking water into local waterways as a
                     result of maintenance and construction activities within a four county area.

                 •  Coordinated permit compliance with the California Department of Public Health for the
                     potable water distribution system within the City of San Francisco.

                 •  Successfully negotiated and implemented collective bargaining agreements with local
                     trade unions.
                 •  Coordinated  over  100  strategic  construction-related  facility  shutdowns  significantly
                     impacting operations to maintain schedule of $4.6B capital Water System Improvement
                     Program (WSIP).

             Water Quality Superintendent, Contra Costa Water District
             March 2005 to May 2008
             Concord, CA
                 •  Managed  the  Water  Quality  Laboratory  and  Field  Services  group  and  provided
                     technical process and operational support to the Bollman Water Treatment Plant (75-
                     MGD)  and  the  Randall-Bold  Water  Treatment  Plant  (40-MGD)  and  their  respective
                     distribution systems serving 550,000 retail and wholesale customers.
                 •  Provided  daily  process  engineering  and  design  support  for  both  water  treatment
                     facilities.
                 •  Directly supervised and led a staff of 12, including supervisory, technical and clerical
                     personnel.
                 •  Served as sole liaison between the District and the California Department of Public
                     Health on all drinking water regulatory compliance issues and reporting.
                 •  Served as operational liaison between the District and its wholesales water customers.
                 •  Provided regular updates to the Board of Directors regarding current operations, water
                     quality and changes in the regulatory landscape.  Served as in-house expert to the
                     General Manager and Board on all water quality and regulatory issues that affected the
                     District.
                 •  Developed business plan to expand contract laboratory services and partnering with
                     Delta Diablo on shared facilities.

             Project Manager, Carollo Engineers
             September 2000 to March 2005
             Walnut Creek, CA
                 •  Served  as  construction  manager  and  resident  engineer  for  Wet  Weather
                     Enhancements Project for the Vallejo Sanitation and Flood Control District in Vallejo,
                     CA. This 18-month project consisted of construction of an 80-foot diameter primary
                     clarifier, new primary sludge pumping facility, installation of new VFDs and PLCs for
                     the existing influent and effluent pump stations, new intermediate pump station, and
                     soil filter odor control system at a project cost of $5M.

                 •  Served as design lead and resident engineer for the construction of a 1.8 million gallon
                     wastewater  equalization  storage  basin  complete  with  automated  washdown,  and  a
                     packed carbon bed fume scrubber; as well as a new 45-MGD wastewater pump station,
                     at the Irvington Sanitary Pump Station for the Union Sanitary District in Union City, CA.
                     Overall project cost was estimated at $12M.
