                     at the American Water Works Association (AWWA)/Water Environment Federation
                     (WEF) Utility Management Conference in February 2017, and at the AWWA Annual
                     Conference and Exposition in June 2017.
                  •  Managed a utility management consulting contract with the District of Columbia Water
                     and  Sewer  Authority  (DC  Water)  to  evaluate  its  wholesale  water  provider,  the
                     Washington Aqueduct (Aqueduct), which is a federally-owned public water supplier
                     operated by the U.S. Army Corps of Engineers in Washington DC.  The focus of this
                     project  was  on  evaluating  all  business  aspects  of  the  Aqueduct,  identifying
                     improvement initiatives, implementing those initiatives, and  providing the tools and
                     systems to ensure that Aqueduct staff can sustain the improvements implemented.
                     The greatest success realized from this project was a 43% increase in overall field
                     maintenance productivity which contributed to the approximately $2.6M of total annual
                     savings realized.  This work was presented at the AWWA Infrastructure Conference in
                     October 2015, at the AWWA/WEF Utility Management Conference in February 2016,
                     and at the National Association of Clean Water Agencies (NACWA) Utility Leadership
                     Conference in July 2016.

                  •  Worked as technical lead with the Veolia management team for a utility management
                     consulting contract with the DeKalb County Department of Watershed Management
                     (DWM),  in  Decatur,  Georgia.    This  work  focused  on  identifying  and  implementing
                     specific  performance  improvement  initiatives  within  DWM’s  water  and  wastewater
                     plants,  field  operations,  procurement  performance,  fleet  management,  human
                     resources, and other business support functions.
                  •  Worked as part of the Veolia technical and management team for a utility management
                     consulting contract with the New York City Department of Environmental Protection
                     (DEP).  The work included implementation of identified improvements for the City’s
                     water and wastewater operations covering 14 wastewater plants, together treating 1.3
                     billion gallons of flow each day, with more than 6,000 miles of sewer lines.

             Wholesale and Retail Water O&M Manager, San Francisco Public Utilities Commission
             May 2008 to February 2013
             San Francisco, CA

                 •  Managed  the  operation  and  maintenance  of  the  San  Francisco  Water  Department
                     which  included  the  Bay  Area  Regional  Water  System  of  2.6  million  wholesale
                     customers.  The system included two (2) conventional water treatment plants (Harry
                     Tracy, 140-MGD and Sunol Valley, 160-MGD), Tesla UV facility (300-MGD), 280 miles
                     of large diameter (up to 144-inches) water transmission pipelines, 60 miles of tunnels,
                     11 raw water reservoirs, 5 pump stations, 6 treated water reservoirs and subsequent
                     potable water distribution system.
                 •  Supervised  and  led  a  staff  of  over  300  including  managerial,  engineering,
                     administrative, supervisory, journey and apprentice-level trade personnel represented
                     by 10 separate bargaining units.
                 •  Regularly liaised with the Board of Commissioners to provide operational updates and
                     to make budgetary recommendations.
                 •  Developed and actively managed an annual capital renewal and replacement budget
                     of $93M and an annual operating budget of $111M.

                 •  Developed and implemented an Asset Management Program that defined customer
                     levels of service, prescribed a regularly occurring risk-based condition assessment on
                     all  facilities  and  assets,  created  standardized  maintenance  planning  and
                     implementation  protocols,  and  created  a  capital  improvement  planning  process  for
                     long-term CIP budgeting.
