Sustainability initiatives have always been central to my management focus, including
developing and implementing the Climate Action Plans (which included both GHG
reduction and resiliency efforts), developing and implementing the citywide energy
programs focusing on efficiency and renewables, leading policy initiatives such as
plastic bag and EPS bans, developing and implementing the zero waste strategies, and
establishing environmental management systems. I was instrumental in developing and
enhancing the green building (LEED) programs, the green purchasing policies, green
fleet planning, and alternative transportation (including Kansas City’s first bike plan)
and land use planning efforts. I was the executive lead in forming Silicon Valley Clean
Energy, the Community Choice Aggregation JPA that Sunnyvale formed in partnership
with 12 other Santa Clara County cities. While maintaining my primary focus on water
and wastewater, by background would enable me to contribute as a member of the
executive team, especially in the areas of sustainability and solid waste management.
This broad environmental and institutional background is an excellent foundation for
leading the Public Utilities Department. In every position I have held, including back in
my days in Arizona, I have been considered the lead environmental executive and staff
eco-spokesperson for the organization. And I was the primary staff liaison to oversight
commissions and committees, such as Sustainability Commissions and the Treatment
Plant Advisory Commission in San Jose which is made up of elected officials and staff
from the contributing sewer collection agencies.
I have extensive experience in providing community engagement outreach on highly
technical and often controversial issues. I was the lead spokesperson for achieving
approval for the large infrastructure programs as well as major policy issues such as the
plastic bag ban. I have an excellent record in regulatory compliance while operating
infrastructure assets in a highly regulated environment which I achieved in part by
building positive relationships with the regulatory agencies. I have successfully
developed and managed civic budgets for over 30 years, and have very extensive
experience in long-term strategic planning (Sunnyvale utilizes 20-year budgeting, and
for the treatment facilities we used 30- to 50-year planning horizons).
I have built consensus on many complex projects and policies, often between regional
agencies that have had a difficult history of working together. In all of my positions, I
worked very closely in partnership with the other cities and agencies in the region. In
San Jose, I was the driving force for the initiation and completion of the Silicon Valley
Water Purification Facility, a reverse osmosis plant, built as a partnership between San
Jose and the Santa Clara Valley Water District, that can produce drinking quality water
from wastewater. In Sunnyvale, I developed the concept and spearheaded a multi-party
agreement among Sunnyvale, the District, Apple Computer, Cal Water, the City of
Cupertino, and the State of California to upgrade the Sunnyvale recycled water
production system and build a pipeline to the new Apple Campus that was oversized to
